New Delhi: The National Counter Terrorism Centre (NCTC) was his dream project, a nationwide counter terrorism body but it looks like the fate of the NCTC has been sealed even before it could take off.
From a meeting with the state DGPs, to an amended standard operating procedure, to assuring the Chief Ministers in writing, the Home Ministry has done everything to break the NCTC logjam yet Chief Minister after Chief Minister spoke against it at Saturday's meet.
Gujarat Narendra Modi called it an attempt to "cure cancer by amputating a leg".
Tamil Nadu Chief Minister J Jayalalithaa said, "states are being used as pawns on a chessboard by the Home Ministry".
Bihar Chief Minister Nitish Kumar asked why the Home Ministry has not introduced a legislation for the NCTC if it was convinced and ally and West Bengal Chief Minister Mamata Bannerjee rejected the proposal outright.
The options before the government now are to either shelve NCTC all together or go slow on it till a political consensus is reached.
The government can also come up with a fresh proposal for a counter-terror body in sync with the apprehensions of state governments. Whatever the next step, it is clear that NCTC will remain on paper in near future.
