New Delhi: The Aam Aadmi Party on Saturday decided to go on the offensive by releasing a booklet detailing allegations of corruption in the BJP-ruled Municipal Corporation of Delhi (MCD), a little over a week before the civic body goes to polls.

The 19-page booklet, written entirely in Hindi, is called 'MCD – Most Corrupt Department'. Delhi Deputy Chief Minister Manish Sisodia, while releasing the booklet, told reporters, 'The MCD now stands for 'Most Corrupt Department'. The people's money, which is given by Delhi government or collected through taxation, is thrown down the drain. This document details all those issues. It talks about why sanitation workers don't get salaries, why pensioners don't get pension. We will take these details to the people as well.

He added, "BJP talks about digital India. But the MCD website portal is yet to be functional after spending 13 years and Rs 12 crore. Why does the website not work? This money should have gone to the sanitation workers first. They had to spend Rs 343 crore on waste management but only Rs 150 crore has been spent so far. Where has the rest of the money gone?"

The booklet opens with pictures of garbage accumulated in parts of Delhi and on the second page has the words, '20 saal, MCD behal' (20 years, MCD in doldrums). "BJP-ruled MCD has money to pay commission to its contractors and high officials but does not have any money for sanitation workers, nurses and primary teachers. They claim that the reason is a lack of funds. For this reason, workers have no choice but to go on strike and it is the people of Delhi who suffer. If BJP and Congress continue in Delhi, the situation of the MCD will not change and garbage will not be lifted from the streets."

The document gives details of 20 major "scams" that have taken place under the MCD and then goes on to list "broken promises" of the East, North and South Delhi Municipal Corporations. In conclusion, the report states, "This shows the hypocrisy of the Congress and BJP and shows that both parties have played with the lives and health of Delhiites."
