139. Bissam Cuttack is an Assembly/Vidhan Sabha constituency in South region of Odisha and falls in Rayagada district. Odisha is located in East India. Seat is reserved for Scheduled Tribe.

This Rural constituency has 2,17,620 voters of which 1,00,335 are male and 1,17,285 are female and voters of the third gender.

In the 2019 Odisha Assembly elections, Bissam Cuttack , recorded a voter turnout of 79.11%. The voter turnout in the 2014 Assembly elections was 80.43% and in 2009, 71.39% of Bissam Cuttack 's voters came out to elect their Member of Legislative Assembly (MLA).

In the 2014 Odisha state Assembly elections, Jagannath Saraka of BJD won in this seat defeating INC's candidate by a margin of 29,186 votes which was 17.64% of the total votes polled. Jagannath Saraka polled a total of 1,65,442 (34.5%) votes.

INC's Damburudhara Ulaka won this seat in the 2009 Odisha Assembly elections beating the INC candidate by a margin of 349 (0.25%) votes. Damburudhara Ulaka polled 1,37,860 which was 34.5% of the total votes polled.

Bissam Cuttack went to the polls in Phase 1 of the 2019 Odisha Assembly polls on Thursday, April 11, 2019. The election results for the seat are scheduled for Thursday, May 23, 2019.
