I&B Ministry issues new guidelines for television rating agencies

According to the guidelines, the ratings ought to be technology neutral and shall capture data from across multiple viewing platforms wherever feasible.

The Information and Broadcasting Ministry has notified the guidelines that lay a framework for television rating agencies to function.

Following the approval by the Union cabinet, the I&B ministry has notified the guidelines on Thursday. The guidelines would come into force after 30 days from the date of notification, official sources said.

According to the guidelines, the ratings ought to be technology neutral and shall capture data from across multiple viewing platforms like cable TV, Direct-to-Home (DTH), Terrestrial TV and also online platforms, wherever feasible.

Panel homes for audience measurement shall be drawn from the pool of households selected through an establishment survey.

The household pool created through this survey shall be at least ten times the number of panel homes required for audience measurement, the guidelines, based on the recommendation of TRAI, said.

Establishment survey shall be carried out annually to reflect changes in growth of TV homes, changes in demographics, growth in new delivery platforms like internet, variations of growth across markets.

A minimum panel size of 20,000 has to be implemented within 6 months of the guidelines coming into force.

Thereafter, the panel size shall be increased by 10,000 every year until it reaches the figure of 50,000.

The guidelines also hold that 25 per cent of the panel homes shall be rotated every year, and procedure adopted for selection of panel homes and the rotation of the panel homes shall be made transparent.

The rating agency has to submit the detailed methodology it uses to the Government and also publish it on its website. Every rating agency would also have to put in place an effective complaint redressal system.

Television ratings has been a contentious issue. The government hopes to bring more transparency in this sector through these guidelines which are based on recommendations by TRAI.
