In the latest development on the Puttingal Devi temple fire tragedy at Kollam, CNN-IBN has accessed details of the Kerala DGP TP Senkumar's letter to the home secretary where he has passed the buck to the local authorities.

The letter says the decision not to give permission to the temple for the fireworks display should have been taken much earlier, and not just a day before the event.

Permission was denied to temple authorities on April 8 while the incident took place on April 9.

The DGP also said that the denial of permission to the temple should have been publicised so that the locals did not gather for the fireworks display.

Earlier, Senkumar also said that PM Modi and Rahul Gandhi should not have visited the accident site the day of the tragedy as it affected rescue and relief work.

DGP T P Senkumar said that the entire police department was busy in rescue and relief work and the visits by Modi and Congress vice president Rahul Gandhi meant that they had to ensure their "safety and security" as well.
