Police Refuse to File FIR in Lucknow Rape and Acid Victim Case

The case of Lucknow rape victim who was attacked with acid last Friday has taken a curious turn with police refusing to register an FIR till the survivor files a formal complaint with the police.

The case of Lucknow rape victim who was attacked with acid last Friday has taken a curious turn with police refusing to register an FIR till the survivor files a formal complaint with the police.

Lucknow police are treading with utmost caution in dealing with the incident as two previous cases registered and probed by the police on woman’s complaint were found to be false. The third case was investigated by the CBCID in 2012. The police has to close the case as an investigation into the matter failed to corroborate allegations made by the victim.

In the span on nine years, the victim has allegedly been sexually assaulted thrice. On four occasions she has been attacked with acid.

"FIR has not been registered in Aliganj incident. FIR will be registered only after the statement of the victim,” said ADG Zone Lucknow Abhay Prasad.

The victim who hails from Rae Bareli is currently admitted to the King George’s Medical University (KGMU) trauma center after being attacked on the premises of the Working Women’s Hostel.

Police are being suspicious as on three prior occasions the complaints were found to be bogus.

Police have, however, taken Bhondu Singh and Nankau, who were named by the victim after the earlier assault, into precautionary custody.

Police sources claim that phone details of the two indicate that they were at their home in Rae Bareli when the latest attack took place on June 30, 2017.

IG Zone Lucknow Jai Narayan said, "The information was received that a woman has been attacked with acid. The victim was admitted at the trauma center and she was unable to talk. Police are investigating the matter thoroughly as earlier too this woman has been attacked."

The husband of the victim has also abandoned her after so many attacks on her. He lives with his two kids and runs a chaat stall in Rae Bareli.

He said that he was fed up with recurring attacks and proceedings of court and police, so he decided to part ways with the woman.

In his statement to the police, the guard who works at the women’s hostel where the victim was attacked, claimed he heard “a loud shout”.

“And when I reached the spot, the woman said that someone had attacked her with acid. I immediately ran in the direction she told me but no one was there. The chances of someone escaping from the hostel are also grim as the ground was waterlogged and the walls too high for anyone to climb,” he said.

But if the sequence of events narrated by guard is to be believed, then the question arises who threw the acid on the victim?

The hostel warden said when girls informed of an attack, he immediately rushed to the spot and police were also called in by then. But there were no traces of anyone coming in or going out of the hostel.

Timeline of rape and acid attacks

1. For the first time on December 11, 2008, the woman alleged that five persons, including Bhondu Singh, Nankau Singh, Tribhuvan Singh first gangraped her and then attacked her with acid.

2. On February 19, 2011, the woman's house was attacked and the case was registered under the SC/ST Act.

3. On October 25, 2012, she was allegedly gangraped after being kidnapped from near NTPC in Rae Bareli.

4. In 2013 again acid was thrown on the same victim.

5. On March 23, 2017, the miscreants threw acid on the woman while she was in a train.

Police claim these cases were found to be bogus

First case: On December 11, 2008, for the first time, the gangrape and acid attack case filed by the woman was found false and the final report was submitted by the police.

Second case: On February 19, 2011, victim's house was attacked and a case was registered under the SC/ST Act in this case. In this case also the police submitted the final report as the charges were found to be bogus.

Third case: The woman was allegedly, abducted from near NTPC in Rae Bareli and gang-raped. The case was investigated by the CBCID. CBCID and found to be false.
