The poll bugle has been sounded in Bihar with just a month left before that state goes to vote to elect its Assembly. Amid the volleys of blames that are being thrown by political leaders, Network 18 brought all the top leaders on one stage to explore the truth behind issues that matter. Network 18's IBN Dialogue Bihar 2.0, a day-long programme, was held in Patna.
Here are the highlights of the event:
## Ravi Shankar Prasad: NDA is a different alliance than JDU-RJD partnership. Bihar voters are very matured and will do the best for the state.

## Lalu Prasad: BJP created an atmosphere that it will bring back black money but where is the black money? The Modi government had been saying they had details of the black money and will it back.

## Dharmendra Pradhan: Bihar has always given a decisive mandate even if I may not like it. BJP-led NDA if best suited to develop Bihar.

## Sushil Kumar Modi: People gave two-third mandate to JDU-BJP combine in 2010, and not to any individual. Did you get the decisive mandate for politics of addition and subtraction?
## Nitish Kumar: There is no 'jungle raj' in Bihar, political parties are only misleading the voters. Just because we are in a coalition with RJD, people are making such comparisons. This is all a myth. RJD, Congress supporting me but law & order is much better than other states.
## Nitish Kumar: A lot of work has been done for the development of the state in the last 60 years but more work needs to be done. The fundamental issues like safe drinking water and education still need to be taken care of.

## Nitish Kumar: Skill development, computer literacy, English language skill, technical education, building 5 more medical colleges, ITI, polytechnic and nursing colleges will be our focus in the next five years.
## Nitish Kumar: Our aim is to provide toilet in every house in Bihar. Bihar government will provide Rs 8000 to build toilets
## Nitish Kumar: We decided to give free Wifi in colleges in the state
## Nitish Kumar: I have felt that many youth in Bihar are looking for job but parents are not able to financial help them. To assist such people, they will be given a stipend of Rs 1000 per month for two years.
## Nitish Kumar: The students who want to study after Class 12, will be given a student credit card for Rs 4 lakh with interest subsidy 3%
## Nitish Kumar: Fertility rate has come down to 3.5 from 4.2 and aim is to make it 2. Fertility rate comes down drastically if women are educated. If girls are educated, they will also not agree to child marriage and female foeticide. New schemes are being launched to encourage girls to study.
## Nitish Kumar: We prepared a road map that has improved the agriculture sector
## Nitish Kumar: Any development is incomplete without human development so we have worked for human development with Mission Human development. Mission human development helps in mapping areas where more work needs to be done.
## Nitish Kumar: Electricity supply has increased many folds in the last 10 years
## Nitish Kumar: We have prepared the foundation for development in Bihar. Due to our efforts, people gained confidence in public health system
## Nitish Kumar: We brought an improvement in the public health system in the state. Now many people go to government hospitals compared to when we formed the government.
## Nitish Kumar: 1.70 lakh girls in class 9 when I became the CM. Today, there are 8.15 lakh girls and 8.28 lakh boys in class 9 now. This shows that girls are a better ratio when compared with the sex ratio. This has brought a major change in the society
## Nitish Kumar: Education for all was a major challenge, we have tried to ensure that education reaches all. Now, only small difference between number of boys and girls in high school.
## Nitish Kumar: All sections of society must have a stake in government. Earlier, you could not find a school in villages, now if you go, you will get to know where the school is.
## Nitish Kumar: We should ensure that there is development of all sections of the society. There should be an atmosphere of development

## Chief Minister Nitish Kumar arrives for IBN Dialogue Bihar 2.0
The welcome note will be given by Network 18 news president Umesh Upadhyay and will be followed by an address by Bihar Chief Minister Nitish Kumar. The Chief Minister will also participate in a Q&A session and answer queries from experts.
After this session, senior BJP leader Sushil Kumar Modi will address the gathering at 11 am, which will be followed by an interactive session.
The next to address the gathering at the event will be RJD chief and former chief minister Lalu Prasad Yadav. He will also participate in a Q&A session after the speech. Petroleum Minister Dharmendra Pradhan will also be one of the speakers.
The addresses by the political leaders will culminate with a panel discussion at 12.30 pm. It will be followed by addresses from NCP general secretary Tariq Anwar, and Congress leader Nikhil Kumar. Bihar Pradesh Congress Committee (BPCC) President Dr Ashok Chaudhary and BJP national spokesperson Syed Shahnawaz Hussain will also be speakering at the event.
Following these, Union Minister Ravi Shankar Prasad will address the gathering and also interact with the guests.
