Rafale Debate LIVE Live: Lok Sabha was adjourned on Wednesday after Congress MP Sushmita Dev flew paper planes to disrupt union minister Arun Jaitley's rebuttal to Congress chief Rahul Gandhi's offensive against the Narendra Modi government over the controversial Rafale Deal.
The Congress lawmaker flew the paper planes after Rahul Gandhi was stopped from playing an audio tape of Goa health minister Vishwajit Rane, in which he can purportedly be heard as saying that Goa CM and former defence minister Manohar Parrikar has "all the Rafale files in his bedroom and is holding the government to ransom".
Rahul Gandhi called for a one-on-one debate with the Prime Minister on Rafale case.

Rahul Gandhi accused PM Modi of corruption. "We are asking for JPC and we are confident that two people's name will come up," Rahul said. He also said that the question of the aircraft is not being questioned.

Arun Jaitley himself told Parliament that size of Rafale deal is Rs 58,000 crore, or Rs 1,600 crore per aircraft, Rahul Gandhi said while addressing the media on Rafale case. "Price of Rafale aircraft has been inflated from Rs 526 crore to Rs 1,600 crore," Rahul said.

Arvind Sawant of Shiv Sena questioned the government saying that if price of Euro fighter was less, then why was no negotiation held over that. "Our law ministry is saying sovereign agreement, but France has refused to make sovereign statement," Sawant said. "the government should not shy away from JPC if it hasn't done naything wrong," he said.

Earlier, Rahul Gandhi launched a tirade on Prime Minister Narendra Modi over the Rafale deal and alleged he did not have the "guts" to face Parliament and "was hiding in his room". Arun Jaitley hit back to accuse Gandhi of having a "legacy of lying" and "repeating falsehood" and alleged that "conspirators" of past defence scams are now raising fingers at others.

Goa's health minister Vishwajit Rane has written to chief minister Manohar Parrikar, denying any involvement in the tape in which he is purportedly speaking to 'X'. In the tape, Rane has said that Parrikar has Rafale files in his bedroom.However, Rane has termed this a mischief and has demanded an inquiry.

Responding to the opposition leader's allegations during a discussion on Rafel issue in Lok Sabha, Jaitley said Gandhi has a "natural dislike for truth" and had earlier manufactured his conversation with the French president, which was denied by the French government "We are all utterly disappointed because every word he has said has been denied by the Supreme Court. When the Supreme Court speaks on an issue, it is the last word," he said.

In BBC serial Yes Minister, it is said the most incapable ruler is one who never takes a decision. That is how the previous government was. Arun jaitley called this Parrikar tape fabricated, and says there is no procedure to play it in the House. Pointing to Rahul Gandhi, Jaitley says, " this man lies repeatedly." When asked if he could read the transcript of the tape instead, the speaker denied Rahul Gandhi permission once again and his mike was turned off as soon as he made an attempt to read from the transcript.

Rahul Gandhi is currently addressing the parliament. "The PM couldn't speak about the Rafale issue even in a staged interview. But we are going to discuss it right now. There are three pillars of the Rafale deal," he said. " The first pillar is the process, the second is pricing and the third pillar, which is also perhaps the most interesting one, is of paisa patronage. It must be answered, that despite the prevailing urgency why no Rafale jet on Indian soil? Why did the government change the deal without consultation with the Indian Air Force?"

Rafale Showdown Begins | Amid the ensuing uproar and ruckus, both the Congress and BJP are ready for a face-off in the parliament over the Rafale deal. Rahul Gandhi is expected to lead Congress' charge over Rafale. He is expected to begin addressing the parliament shortly.
Speaker Sumitra Mahajan said the tape cannot be played as it is not authenticated after Jaitley objected to it. Pointing fingers at Gandhi, he said that the Congress chief has lied repeatedly. On being stopped from playing the tape, Gandhi tried to read a transcript of it but his microphone was turned off.
He was also stopped from taking the name of Anil Ambani, whose firm Reliance Defence is the offset partner in the deal and came up with 'AA moniker' to continue his attack. In response, Jaitley raked up the Bofors deal and said the Congress chief must have learnt 'AA' as diary entries for Bofors deal had referred to alleged middleman of Bofors, Ottavio Quattrocchi, only as 'Q'.
Saying that Gandhi had a legacy of lying, Jaitley said that Parrikar and Rane had already said that the tape was fake. He also said he was surprised that the conspirators of various defence deals have the audacity to raise questions against others, in an apparent reference to AgustaWestland, Bofors and National Herald cases. "Some people and families understand arithmatic of money but cannot comprehend issues of national security," he said.
Gandhi, in his address, also slammed Prime Minister Narendra Modi for not answering a single question on the deal even in a staged interview on Tuesday that lasted an hour and a half, and said he did not have the guts to face his questions in Parliament. "He hides in his room."
The Congress chief posed his own questions to the Prime Minister and asked why was the Air Force not consulted before the deal was changed from purchase of 126 aircraft to 36, why did the price increase, why has not a single jet come to India if there was such urgency and why did former France President Francois Hollande say that there was no choice given in picking an offset partner.
Gandhi, while spearheading the party’s charge against the Modi government on alleged irregularities in the Rafale deal, also asked why did the government not pick HAL that has 70 years of experience in manufacturing aircraft and chose 'failed businessman' Anil Ambani.
The Congress is demanding a joint parliamentary committee probe into the contract signed by the NDA government with Dassault Aviation for procurement of 36 fighter jets after the Supreme Court refused to order a court-monitored probe.
Congress spokesperson Randeep Surjewala had earlier in the day alleged Goa chief minister Manohar Parriakar, who was the defense minister when the Rafale deal was signed, is not being removed despite his ill health as he has some incriminating documents on the Rafale deal.
