In one of his recent interview, Chris spoke about the way in which Captain America has changed in the sequel. "He has always been a servant for the people. The problem now is given the current technological advancements, in order to preserve the freedom that we try to promise people, you may have to bend the rules in order to keep people safe. There is a great line in the movie that (S.H.I.E.L.D. director) Nick Fury says, "S.H.I.E.L.D takes the world as it is, not as we'd like it to be," he said.
Christopher Markus and Stephen McFeely, who wrote Captain America: The First Avenger, had said before the release of the film that they were working on a sequel. In June last year, Anthony and Joe Russo started negotiating to direct.
