Mumbai city has begun the year on a sombre note. On December 29th, 14 people were killed in a fire at a restaurant in Kamala Mills at Lower Parel. This comes less than three months after the Elphinstone station stampede that left 22 people dead. Mumbai’s chronic civic problems have become hazardous to its citizens.
