Guwahati: There is no end to the fight for survival due to the floods in Assam where over 75 people have died so far. An RTI query has now revealed that Rs 11,000 crore has been allocated for flood relief since 2005 and the Assam Human Rights Commission will now investigate the money misuse. 
 
Everybody loves a good flood. That cliche has become a truism, yet again, with crores being lost in flood aid in Assam. In Majuli, the floods have breached a crucial 37 km long embankment. The embankments were built to provide protection but were breached in a flash. In the island alone, 1,30,000 people have lost their homes. Across Assam more than 20 lakh people have been affected by the floods with property and crops destroyed. 
 
Like it happens every year, this year too, across political parties there is a constant demand for more funds, but be it flood control or flood relief measures, that money seems to vanish without desired results. The Assam Human Rights Commission has now ordered an inquiry into alleged misappropriation of hundreds of crores of rupees meant for flood relief. 
 
Floods have clearly become an easy way to make money, with a Human Rights Commission team now probing the matter. A Right to Information document reveals at least Rs 11,000 crore has been spent in the last seven years. 
 
Dr Justice Aftab Husain Saikia, Assam Human Rights Commission, said, "Starting from 2005 till 2011 an astronomical amount has been given to the government both from the Centre and the State but that amount has been misused as per the reports basically by Assam Water Resource Department. Due to that misuse lakhs of people are suffering." 
 
In Majuli alone, at least Rs 195 crore has been spent for flood control in the last four years. The measures seem unscientific and inadequate. CNN-IBN met Dr Arvind Phukan, a flood control expert, who's worked in similar projects across the world, and asked him why these embankments are ineffective. 
 
"All are inappropriately designed with poor material and the amount of money spent in my personal opinion is misused and the money they have they should be able to come out with a long term solution and every time it's like a short term piecemeal emergency solution," he said. 
 
That's not all, as the Human Rights Commission also investigates allegations of rotten rice being distributed in Majuli, it seems with the horror and misery, the flood waters have much more to reveal once they recede.
