Elphinstone Cover-up: Railway Probe Blames Heavy Rain, Not Poor Infra

A Railways panel probing the September 29 Elphinstone bridge stampede in Mumbai that killed 23 people says the stampede was caused by heavy rains which forced people outside at the ticket counters to rush to the already jammed staircase for cover and the constant flow of passengers arriving at the station compounded the problem. However, the report hasn't said a single word about the narrow foot over bridge, politician's callousness and railway official's apathy.
