New Delhi: Delhi Lt Governor Tejinder Khanna, who cut short his visit to the US to return to the national capital in the wake of the protests over the recent gangrape of a 23-year-old paramedical student in a moving bus, conceded on Monday that the traffic police and PCR vans who were present when the incident took place did not perform their duties.

Referring to the action taken against erring officials, he further said, "We have decided that ACP Traffic and ACP PCR vans will be suspended with immediate effect...DCP Traffic and DCP PCR have been asked to explain through the Commissioner of Police."

He also said that disciplinary action would be taken against DCP level officers after going through their explanations, adding that Special Commissioner Sudhir Yadav has been assigned to monitor such situations. According to the Lt Governor, Yadav would be available 24 hours on his personal number - 9818099012 and email id -

Detailing the steps taken to ensure that such incidents do not take place in future, the Lt Governor said, "We have mandated that anytime any lady visits a police station with a complaint, it has to be recorded on the spot across all 161 police stations in Delhi."

"Will take disciplinary action against any officers against whom we receive complaints of non cooperation...we will train police personnel on their language and address towards women," he said.

Khanna further said that women's groups had suggested that women volunteers would like to join the traffic police in plain clothes and check on harassment of women in buses and public transport. He said this following a meeting with women's organisation for two-and-a-half hours, also attended by top police officers.

Pointing that a special meeting would be held every three months to review gender sensitisation issues, the Lt Governor said, "It has been decided that all drivers of public transport will wear badges with photo identity which is verified."

"Transport commissioner will issue new regulation that badges to be used by drivers of public service vehicles will be verified by crime record bureau," he said, adding, "We have instructed BPO cabs to drop women colleagues at their doors, in case any violation happens, will make BPO managers as accused."

He further said that the Delhi Police commissioner had expressed regrets over the action taken on Sunday at India Gate, and had also assured that police would exercise maximum restraint in future in such cases.

Addressing a press conference, the Lt Governor invited student representatives and youth groups at the Lt Governor residence at 5 pm in an open house to share their views, requesting the protesters to maintain calm.
