Pakistan has denied the UN Security Council's sanctions monitoring committee any direct access to Mumbai attack mastermind and Jamaat-ud Dawa chief Hafiz Saeed or his entities. Saeed is listed by the UNSC 1267, the Al-Qaeda Sanctions Committee for targeted sanctions due to his affiliation with terrorist organisation Lashkar-e-Taiba. Pakistan's refusal of grant of permission to the UN Sanctions Committee is a clear violation of international rules. Pakistan also doesn't pay heed to India's requests and dossiers on Hafiz Saeed.
