New Delhi: The Supreme Court Monitoring Committee (SCMC) is meeting in Chennai on Monday, the third time in a month, to decide whether or not the toxic French Warship Clemenceau should enter India. 
 
On January 9, the Apex Court had forbidden the ship to enter Indian waters as most of it's directions issued almost a year ago had gone unheeded. 
 
On Monday, it will face faced the same old questions and a few new ones. 
 
France says, forty-five per cent of the original 160 tonnes of asbestos is still on board. 
 
 
"We were not absolutely clear where asbestos really was, what was asbestos and what was jot, we weren't sure of the exact amount. Now we know, it is 45 tonnes of asbestos," Domonique Girard, French Ambassador, said. 
 
The SCMC had made clear that the ship must be decontaminated by 98 per cent before it can enter Indian waters and the French embassy's statement indicates that asbestos content is only 0.2 per cent of the weight of the ship that is 22,000 tonnes. 
 
This is somewhat misleading as percentage of decontamination has to be computed in relation to the total amount of the hazardous material on board which is 160 tonnes and not in relation to the total weight of the ship. 
 
But there are other clarifications required on the documents front, especially about certain No Objection Certificates (NOCs) issued by the Gujarat authorities almost a year back. 
 
These NOCs have been superceded by the SCMC on January 9, but France has not submitted them just as yet. 
 
The documents were submitted to Egypt to get the Clemenceau to pass through the Suez and more recently to the SCMC itself. 
 
"What transpired is that certain statements were made which the committee wanted to clarify therefore these entire proceedings are taking place. It is not anybody's case that those permissions are invalid or further permissions need to be sought," Claude Alvares, member, SCMC says. 
 
Despite the monitoring committee’s assurance of looking into the matter, environment activists are calling the move a fraud. 
 
"This is one of the matters that we will be looking into," G Tyagarajan, Chairman SCMC, said 
 
So even as the Supreme Court Monitoring Committee prepares to meet to take a final call on the Clemenceau affair, it will have to answer these pressing questions.
