Chennai: The Apex Court's Monitoring Committee has made up its mind regarding the toxic French warship Clemenceau's entry into Indian shores. The committee will submit its report to the Supreme Court on Tuesday. 
 
After the committee's meeting in Chennai, the Chairman of Supreme Court Monitoring Committee (SCMC) G Thyagarajan said, "Clemenceau has served France for so long and the country can end the agony of this ship by taking it back." 
 
The committee has still not received an inventory report from the French authorities on what the ship contains. This is something the committee had asked for along with a third party audit of the ship almost a year ago. 
 
But what it has received from activists is yet another damning report on the ship. 
 
 
A report by a former Swedish Naval officer says that only 70 tonnes of the 760 tonnes of the asbestos has been removed from the ship, which is far from the 98 per cent decontamination that the committee had asked for. 
 
"It is important for us to pay attention to our environment and not just what companies have to gain from such activities," Thyagarajan said. 
 
On January 9, the Apex Court had forbidden the ship to enter India as most of it's directions issued almost a year ago had gone unheeded. 
 
France says, 45 per cent of the original 160 tonnes of asbestos is still on board. 
 
"We were not absolutely clear where asbestos really was, what was asbestos and what was not, we weren't sure of the exact amount. Now we know, it is 45 tonnes of asbestos," Domonique Girard, French Ambassador, said. 
 
Despite the monitoring committee's assurance of looking into the matter, environment activists are calling the move a fraud. 
 
So clearly Clemenceau still floats on troubled waters and the question, which arises is that should the ship head back to France. 
 
Sources say that the the Supreme Court Monitoring Committee has submitted two reports, one favoring the entry of the ship and the other asking for the ship to be turned back. 
 
Now, it is up to the Supreme Court to take a decision on February 13.
