Beyond vehicular pollution and fire crackers, a big culprit of Delhi's air pollution mess is crop stubble being burnt by farmers on large tracts of land adjoining Delhi. The smoke from Punjab and Haryana is responsible for a large part of the haze over the capital, an exclusive report by CNN-News18's Jyoti Kamal says. The Punjab Chief Minister ruling out the idea of penalising farmers despite an NGT directive has raised a storm as farmers insist they have little choice but to burn the paddy stubble after harvesting.
