Watch: Parliamentary Panel Report Blames Encroachment for Chennai Floods

Nine months ago Chennai saw its worst rains in 100 years and the most damaging floods in 3 decades. More than 500 people were killed in Tamil Nadu and 18 lakh were displaced. A parliamentary standing committee report says that Illegal construction & encroachment along lakes & river channels is causing blockages & flooding.
