Though the ethics of Israel’s anti-terror operations have often been questioned - there are some lessons India can learn as it battles a 30-year insurgency of its own in Kashmir. Israel’s counter-terrorism experience has developed in the context of a rather complex territorial, ethnic and religious conflict with the Palestinians. It escalated with Israel's occupation of the Gaza Strip, the West Bank and East Jerusalem in 1967. At present, Hamas is one of the most militarily active and efficient Palestinian militant groups that has managed to develop war capabilities. One of the ways Israel has managed to keep them in check is through an intelligence network so strong that 80 percent of attempted terror strikes are foiled by average citizens.
