Mumbai: The report prepared by Madhav Chitale committee, appointed by Maharashtra government to probe the Rs 70,000 crore irrigation scam, was tabled before the state Assembly on Saturday. 
 
The panel also tabled an action taken report before the Assembly. 
 
The Opposition in Assembly, BJP was quick to target the Congress-NCP combine over the report as its leader Devendra Fadnavis said, "The report is presented in CD format. And if you go through the report, it directly says that the members and the chairmen of the governing council are responsible and appropriate action should be taken against them. Now who is the chairman ? Chairman of the governing council is Ajit Pawar. So direct inditement is there." 
 
The Congress, however, hit back at the BJP. Party leader Jitendra Awhad said, " The whole country knows that for the last two years they were shouting about 70,000 crores. Suddenly they are not talking about that. Now they are talking on issues that are not there on paper. The report is here in my hand. Where does it say ?" 
 
"Mr Chitale comes and openly says that the amount spent on irrigation has not gone waste. They have increased percentage of land under irrigation and the irrigation capacity," he added.

BJP MLA Devendra Phadanvis had leaked the report on Friday. 
 
Phadanvis, speaking in the Assembly during a debate on Friday, alleged that committee has said that though as per the official data the state achieved irrigation potential of 2.43 lakh hectares, in reality 2.31 lakh hectares of this is of no use for practical purposes. 
 
The Chitale committee has also recommended action against the top project officers concerned with the expenditure control of the projects, Phadanvis said. 
 
In any lift irrigation scheme, where area under irrigation is more than 2,000 hectares, the sanction of the Chief Minister and the Deputy Chief Minister is needed. But in the case of Dehni and Waghur lift irrigation scheme, no such 
permissions were sought, the report says.
