New Delhi: The Congress is finding itself all alone in the raging controversy over its decision to seek a ban on pre-poll surveys. Now, even the Centre seems to have distanced itself from the Congress for advocating a ban on pre-poll surveys. Speaking to CNN-IBN's Karan Thapar Thapar on Devil's Advocate, Law Minister Kapil Kapil Sibal conceded that polls can be scientific too. 
 
Here's an excerpt of the interview: 
 
Karan Thapar : Government hasn't yet made its mind on whether to act on suggestion from Congress party? 
 
Kapil Sibal: Absolutely 
 
Karan Thapar: Second thing that flows from it is it's quite possible that government may refuse Congress party's suggestion to ban opinion polls. 
 
Kapil Sibal: Absolutely! 
 
Karan Thapar: Third thing is that it may be possible that there might be a sharp difference of opinion on opinion polls between Congress and government. 
 
Kapil Sibal: That's not necessarily true. Government may well agree with Congress party. 
 
Karan Thapar: But it may still not act? 
 
Kapil Sibal: May not also. 
 
Karan Thapar: So it's possible that government could agree but still not act. 
 
Kapil Sibal: It could, there are so many possibilities. 
 
Karan Thapar: But one important possibility that I am drawing out is that it's possible that government may not act on Congress party's suggestion to ban polls. 
 
Kapil Sibal: Not Congress but the government might consider on the issue after the Election Commission gives its view. We also have to consider that this (winter session) is only the last session of Parliament. I don't know how tumultuous this session is going to be and whether or not we can pass it. 
 
Karan Thapar: Want to go back on Congress' reasons to believe that opinion polls should be prohibited. First, view is that opinion polls are unscientific. I put it to you that as a man who has served five years as Science and Technology minister, you know that there is a science of sampling, that a small sample can be selected to accurately reflect the mood of the nation or feeling of an entire population within an agreed minimal margin of error of 3 per cent to say therefore that opinion polls are unscientific is untrue? 
 
Kapil Sibal: If all parties unanimously said so in 2004, then all parties were wrong according to your logic. 
 
Karan Thapar: Yes, I agree they were all wrong. 
 
Kapil Sibal: And if 90 per cent of the parties say so today then 90 per cent are wrong 
 
Karan Thapar: I agree. 
 
Kapil Sibal: But I am not an expert. I am not in a position to say whether a particular poll is scientific or not. It all depends on the sample, nature of the sample. All depends on who's paying for it. 
 
Karan Thapar: Doesn't depend on who's paying for it. 
 
Kapil Sibal: Yes it depends on the integrity. 
 
Karan Thapar: Integrity is another matter. 
 
Kapil Sibal: That depends on who's paying for it 
 
Karan Thapar: Will you accept that there is a science of sampling. 
 
Kapil Sibal: Of course. 
 
Karan Thapar: Will you accept that when properly conducted, a small sample will be able to reflect what an entire population thinks? 
 
Kapil Sibal: Of course. 
 
Karan Thapar: You agree with it? 
 
Kapil Sibal: Of course I do. 
 
Karan Thapar: Completely? 
 
Kapil Sibal: Of course.
