The minimum educational requirement set by the Haryana government ensured that India's first ever all-woman panchayat in Neemkheda did not come back to power. Ten years ago, they stormed into record books by becoming India's first ever all women Muslim panchayat. Led by their sarpanch Ashubi Khan, these women changed the landscape of village politics in male dominated Haryana.
